What is the procedure for submitting SIPA?

You already know the benefits of ground water and which wells are suitable for utilizing ground water around you. But did you know that these wells must have a permit? This permit is usually called SIPA (Groundwater Use Permit). SIPA can be owned through the following stages:

  1. Business entities/individuals send application letters and application data to the ESDM Service.
  2. Letters and Application Data that have been submitted to the Geology Division are then verified whether the files are accepted/corrected/rejected.
  3. If the file is received, the Technical Team will carry out a Field Review and analyze the Field Data.
  4. Issue Minutes of Evaluation Results from field study results.
  5. Make a Letter of Approval for Groundwater Drilling

What is meant by SIPA?

SIPA is an abbreviation for Groundwater Use Permit, which means a permit to extract groundwater which is used for various industries such as mining, drinking water depots, plantations, livestock, public facilities, and so on.

Under what conditions does SIPA need to be owned?

SIPA permits are required for industrial players who drill into the ground to obtain water at a depth of more than 100 meters. Regulations regarding SIPA are regulated in the following regulations:

  • Decree of the Minister of Energy and Mineral Resources of the Republic of Indonesia Number: 259.K/GI.01/Mem.G/2022 concerning Standards for Implementing Groundwater Business Permits (Kepmen ESDM 259.K/GI.01/Mem.G/2022)
  • Minister of Public Works and Public Housing Regulation Number 6 of 2021 concerning Standards for Business Activities and Products in the Implementation of Risk-Based Business Licensing in the Public Works and Public Housing Sector (PUPR Ministerial Regulation 6/2021)

What do you need to prepare to have a SIPA?

  1. Application form
  2. Photocopy of applicant’s KTP
  3. Photocopy of company and applicant NPWP
  4. Photocopy of SIP (Drilling Permit)
  5. Attachment is a lithological cross-sectional image from the well recording
  6. Attachment is a cross-sectional image of the drilled well construction
  7. Photocopy of the results of the physical and chemical analysis of underground water
  8. Attachment to minutes of supervision of construction installation and logging results
  9. Attachment to the minutes of water meter installation
  10. Attachment to minutes of monitoring of pump installation and discharge tests
  11. Minutes of field inspection

To process a Ground Water Drilling permit it takes 13 working days from receipt of the application documents (depending on location and approval from the local office/Ministry of Energy and Mineral Resources)

What is the procedure for having a SIPA?

SIPA can be owned through the following stages:

  1. The applicant submits a written application by attaching various specified required documents
  2. Front office officers check completeness and verify documents. If the required documents are incomplete, the application documents will be returned to the applicant to be completed first.
  3. The head of the service provides a disposition for the follow-up process
  4. The division head checks the disposition sheet from the service head then forwards it to the section head in accordance with his authority.
  5. The section head checks the disposition sheet, as well as the completeness of the required documents
  6. The implementer prepares a letter requesting technical consideration to the relevant technical agency
  7. The head of the relevant technical service provides technical considerations based on the results of the field inspection carried out
  8. The section head checks the application letter, completeness of required documents, technical considerations, and field inspection reports
  9. Back office officers prepare a draft permit/non-permit script
  10. The section head checks the draft permit/non-permit manuscript.
  11. The head of the department checks the draft permit/non-permit manuscript.
  12. The head of the department signs the permit/non-permit document.
  13. The executor gives a number and date to the permit/non-permit document
  14. The applicant receives a permit/non-permit script.
  15. The implementer documents the permit text.

To process SIPA it takes around 7-17 working days from receipt of the application file. The SIPA that has been granted is valid for a maximum of 3 years. The period for which a permit is granted takes into consideration factors such as water availability, environmental conditions of the water source, and intended use.

SIPA is issued with the condition that each cross-provincial groundwater basin (CAT) has received approval from the Ministry of Energy and Mineral Resources or the Department of Energy and Mineral Resources.
